Why hasn't any DOT engineer fixed this simple issue that's been around for decades?

Mayor Eric Adams recently announced that the city's balanced Preliminary Budget for FY2024 was around $100 billion. However, despite such a big amount of money being spent annually to serve New York City residents, persistent issues such as a steam stack in the middle of a street remain unchanged for decades, despite billions being spent across all departments, including the Department of Transportation. Unsurprisingly, no one has proposed redirecting the steam to the curb and converting it into speed bumps. In considering private-sector versus public-serving, the issue isn't a lack of brainpower among city engineers, but rather a reluctance among public-serving employees to undertake more work due to bureaucracy and salary constraints. The root cause of the problem lies in the outdated representative-democracy system that requires immediate updating.

Is the United States losing its skilled brainpower, or is the entire system outdated?

As you guessed, the entire system is outdated. Therefore, I have developed hundreds of systems under the Efficracy umbrella, one of which is called PS-FE (Part-time Scholars - Full-time Executers). This system creatively addresses the issue of a lack of innovation among future generations of public officials.

The fact that numerous Citywide, Statewide, and Nationwide centers and academics are unable to resolve the simple issue of the steam stacks sitting in the middle of streets, causing disruptions to vehicular, bike, and foot traffic, implies that there may be a fundamental problem with the current regime of a representative democracy.

Moreover, as we have seen during the pandemic, even the most distinguished academics have failed to provide unambiguous guidance on whether to wear masks or not. Similarly, they are currently unable to come up with a viable solution for the persisting economic challenges faced by the United States and the global economy. This highlights the pressing need for a complete overhaul of the system, which is where the key players like Efficracy, its sub-regime GenioPolicy, the primary packages The Big Consent and the PS-FE system, and its sub-package Vision Superhero, all come into play.

This does not imply that academics are incapable of improving our lives.
