However, despite such a big amount of money being spent annually to serve New York City residents, persistent issues such as a steam stack in the middle of a street remain unchanged for decades, despite billions being spent across all departments, including the Department of Transportation. Moreover, as we have seen during the pandemic, even the most distinguished academics have failed to provide unambiguous guidance on whether to wear masks or not.
